Php code for avatar images not to scale down?

In my Yslow, I have a b in not scale images. the only images thats being scale down is the avatar image. I was thinking, since everybody is going to upload different size images, it will always going to be an issue which will keep me from getting an A and most importantly slow down the site or adding more request. is there a code to keep images from scaling when uploaded or a command to that nature?
