Plugin for Ranking Members based on experience?

I am looking for a plugin for members to rank other users based on their experience with them. I found something close (http://wordpress.org/support/topic/any-plugin-similar-to-ebays-user-feedback-member-rating-feedback) but the developer’s site is gone so the plug in is gone.
We have a local trading website and I want members to be able to rank (either by stars, point, etc) members who they have had experience with. Ideally, I would like it to include comments as well as a rating, but I will take what I can get.
