Promoting users to admin: how to get to Network Admin & Dashboard?

I need to promote one or more users to Administrator (or Super Administrator) status to approve/delete new or spammer/abusive members, along with patrolling Groups and Forums to clean up content. I did that with a test account to see what level of access a promoted user gets. When I logged into my network under this newly promoted test account, it didn’t seem to have any greater level of function than before.
How does an Administrator get to the Dashboard, so that if needed he/she can delete users, add plugins, etc? The way I do it now is to go to Blue Host, login under the Control Panel (cPanel) and the login as Admin through there. Then I see the Network Admin with the “Super Admin” functions.
Is a promoted user supposed to have a WordPress account, and are they supposed to login with that at the NetworkName dot com/wp-login.php address? I want any new Admins to NOT have access through Blue Host.
