Restrict users seeing other users based on fields

We need to create a site that only allows members to see other members if a certain field matches and were wondering if there was a plugin or way to do this with Buddypress.
The users will have a field called suburb and we want only people with the same suburb selected when they register to see each other and not be able to see anyone with a different suburb selected.
Is this possible to do.
