This sounds like a great feature to add to my plugin https://wordpress.org/plugins/bp-messaging-control/ might take be a couple of weeks though. Why not raise a thread in my support forum and we can discuss how it would work?

Is it possible for change the naming of the messaging role (e.g. replace editor -> bronze member, author -> silver member)?
It will pick up any roles you have configured and use them
In order to use PMpro Membership levels names as Site Roles I used the plugin: PMPro Roles. The message control plugin seems to work fine with this! So now I can control if the users should be able to write private messages, but not public messages.
Would it be possible with an extra dropdown restriction -> Disable public and private messageing??
Glad you got it working. I can probably do something for @mentions, might not give the same level of control but I’ll look into it.

A few requests – is there a way to put a message out to the user – you have just 2 messages left in your quota – or You have exhausted your weekly messaging quota – upgrade to get more messages.
Also is there a possible to do some more controls – give special privileges to a particular member.
