Role "member" doesn't show in list for Add New User

    I am trying to configure a new BP site and seem to be lacking a lot of the functionality of another BP site I have. The most obvious being there is no “member” “keymaster or “participant” roles available. And the REGISTER page has no content. It is as if the site is just a standard WP site without BP enabled.
