If you’re admin go into your Messages >> Compose … There’s a check box called “This is a notice to all users” I’ve never used it but I think it only puts the message in the designated template areas, don’t know if it goes to the inbox.
@nahummadrid the ‘notice for all users’ only places the message in the sidebar for logged in members to see unfortunaelt.
I too would be interested in a ‘message all’ plugin if anyone knows of one?

This doesn’t hook into the notices section though. It’s a separate admin page.
I might look at creating a plugin to use BP’s native notices section so it’ll send out an email.
I can already email everyone that is a member , What I want to do is send a Private Message to everyone, so an email tells them they have a message , then they need to check their buddypress inbox.
