There is no "Create Group" button and "../groups/create" page not found

For my site, I want to create groups via Buddypress. But there is no create button. When click add new button in WordPress dashboard- my groups, it says that “The page you requested could not be found.” In other words, page “groups/create” does not work.

I looked at the relevant topics. But I could not get a clear solution :((
