trouble enabling plugin after activating it…

when ever i try to enable a cache plugin after activating it plugin called ” DB Cache Reloaded Fix By Ivan ” it shows me foll error
Caching can’t be activated. Please chmod 755 wp-content folder
Settings can’t be saved. Please chmod 755 file config.ini
so i went to wp-content through cpanel and check permission the permission is even set properlly as 755 …bt i cant find this config.ini file ….where it is so thati can check the permission of that file too ?
