U.S. users aren't being registered

I’ve set up a BuddyPress site (currently a test site) with the intention of anyone worldwide registering. I have a Pending Activations plugin active, and when any UK users register they immediately appear in the Pending Activations list, but when my friend in the USA registers she doesn’t appear in WordPress Users or Pending Activations. She isn’t prevented from registering, and she receives no notification that there is a problem with her registration. I have the site on a Centos VPS, and I’m using WordPress 3.6.1 with an Elbee Elgee Child Theme. All my plugins are up to date. I have no plugins that I have set to block any IP addresses, where do you think I should look to resolve this issue, please?
