User Roles & Activation Key?

How can let people register, and even if they do click on the Activation Key email how can I prevent them from viewing the page unless they have been Authorized by an Administrator.
Does anyone know of any plugins or ways so that a user still needs to be Manually activated. Right now, any user can register and activate themselves and start posting content. This is not acceptable in our circumstance. We still need the ability to manually activate a user to view and start posting content.
