Users can not create groups

    I have the most up to date WP an BP.
    Admins can create groups in the admin panel but users can not.
    I have already selected “Everyone can create groups” check but still no one can create groups. Any ideas?

    Nevermind, for some reason the page it was directing to called groups was only showing the groups i was in not all the groups. in order to create a new group you have to find that page with all the groups.
