Users Can't Upload Photo Into Forums but Admin Can

I have Buddypress and bbPress installed.
I’ve deactivated every plugin but those two and the problem remains.
When making a comment or forum post and using the img button in the Text mode of comments in forums it does not post the photo for logged in users. However, as Admin, I can post photos normally and also go into a users account through the admin and insert a photo.
Same with using html to insert a photo. Users can’t but I can.
