Why are avatar sizes different in the Activity Stream?

Why do we have different sized user avatars in the activity stream?
- Posting to a blog, updating a group, etc. gets a big avatar
- Joining a group, becoming friends, etc. gets a small avatar
How do I get the activity loop to return the same size user avatar for each type of activity?
