WP bar not showing since upgrade to 1.6 unless in dashboard

    Since upgrading to version 1.6, the admin bar is not showing at all unless I manually direct the page to wp-admin to get into the dashboard. When I ran the update wizard, I did NOT check the box to keep the old admin bar.
