Just so we can do a sanity check have you under settings enabled Groups for BuddyPress? I assume the answer to this would be yes as you can get to that page.
I also assume you have the permlinks set up and everything else works correctly?
I also assume you updated the theme to the latest version available or if your own theme made sure it’s updated with any recent changes?
It sounds a little drastic but as a sanity check what happens using the default theme for BuddyPress? My thoughts are this is could be a theme issue. Also if you have access to your PHP logs are there any errors in it when you create a page and it fails?
Yes, I’ve enabled groups, and everything else works fine.
The theme is the latest version, and I’m using Buddypress Template Pack with the theme.
I’ve tried the default, and I have the same problem.
Where are my PHP logs located, so I can check them?

If you go to your ‘groups’ tab ( ie: http://example.com/groups/ ) there should be a button next to the Groups Directory header labelled Create a Group Clicking on that leads to the Create a Group section (ie: http://example.com/groups/create/step/group-details/ ) …

I went to /group-details and I can see now that the groups that I was trying to make are showing up.
Here’s the problems:
There’s not a link for people to create groups. If i have to, I can make a link in a widget, although I would rather not do it that way.
But that doesn’t matter, because when I go to the the address to create groups; I can create a group, on the next page I select it to be a public group, I click next, and I get a 404 page.
I can’t have people making groups, and getting a 404 page.
Can we have a sanity check with a test n your site using the default BuddyPress theme? I know it can be a big ask just like in this case to see if that helps find out if theme or function so to speak.
Yeah, I posted it earlier. I’ve tried it, and it is exactly the same.
I just tried it again. Right now I have it on the default theme, and it’s the same. I also clicked on forums in the tab, and I get a 404.
Just so I’m clear on this, there is supposed to be “create group” in the drop down, under “my account”, right?
No, there is no “Create Group” in the dropdown under “My Account” link. I don’t believe there ever was. The My Account link in BP Admin Bar shows all links available when you go to your profile page.
Sticking to bp-default theme with all plugins deactivated except BuddyPress,
– go to dashboard > BP components – disable Groups, save settings then log out.
– log back in again, enable Groups and save settings, see how Group creation goes now.

BuddyPress just isn’t for me if I have to go through all of this to get it to work.
