@akukskuks Never seen it myself before. Are you on a multisite installation? Are you the super admin of that multisite installation or just the site admin of a subsite? Do you have any membership plugin which could have caused conflict? Did you create/delete another site/super admin account?

@hallsy @akukskuks Normally, the “Create Group” and “Create Blog” (for multisite) buttons show up beside the Group/Blog Directory Title. The buttons do not show up if the_title(); tag in your theme’s page.php was placed outside of the WordPress loop.

Deactivate all plugins other than BuddyPress and revert to either bp-default theme or Twenty Twelve and see if the problem persists then report back here.
