What have you set your new user default level to? That dashboard link is only meant to appear for users with a level higher than ‘subscriber’ otherwise there is no means to conveniently access the dashboard. For normal users that link should not appear.

As part asked you do need to provide as much relevant info on your install/setup as possible if you want help.

Are you running a custom theme? suffusion?

If running a custom theme please disable it and revert back to BP-default theme and then check for the group creation button.

You provide next to no information on your setup both WP/BP and more importantly your server/hosting .Email issues nearly always have a root cause at the server level, generally WP sends email without hitch via fakemail programs such as sendmail.

I suspect that you are not connecting to the DB, can you look for the file bb-config.php it should be in your root directory same place as your wp-config.php it contains DB connection details in the same way wp-config does. bb-config must have the same connection details as wp-config.

Never been able to get this working in anything other than wp-config or bp-custom in functions.php it appears to be too late to be acknowledged – not useful in one wants portability via functions.php for a theme

But check first that it isn’t an issue already reported and ticket raised to avoid duplicate tickets.
