Is the theme you’re using updated for BP 1.5.5? Change to bp-default theme and issue should be corrected.

Go to Groups directory page. Beside the title “Groups Directory” click on the button link to create a group. Or just go to e.g. http://mysite.com/groups/create and you’re good to go.
