It’s in bp-default/_inc/css/default.css where body has font-size of 12px.
To change, recommend you create a child theme https://codex.buddypress.org/theme-development/building-a-buddypress-child-theme/ and make the change there

Do post your .htaccess file here – something might have gotten messed up there.

@munman Did you enable mod_rewrite on XAMPP?

You’re welcome. At this time, BuddyPress can only be activated once in either the main site or a secondary blog of a WP Multisite installation.

You can only install BuddyPress in a self-hosted WordPress blog, i.e. WordPress.org

@JaffyDesigns there is only one wp-config.php per network/install which inlcudes the main site and subsites created from same install.
