Try turning off all your plugins (except secure invites) then turning them on one at a time and refreshing the page between each plugin. That will tell you which plugin breaks the site.

Normally this is because the user hasn’t been registered for long enough. The reason is also shown as an HTML comment, look at the code for any admin page.
