Like Andrea said, by default, the BuddyPress admin bar should show up on all your user blogs unless you disabled it or hid it.

Make sure your user blog theme’s footer.php has the following:
wp_footer();

@codeispoetry – Try upgrading to BP 1.2.5.2.
There was a bug in deleting a member or marking a member as spam.

There could be some potential problems with having your name field ID set at 6, because there could be hardcoded instances elsewhere like you just experienced.

Needs investigating.
