I am using the option for Site Notices. Is there a way to have these notices only show to select types of members rather than all?

Hopefully I am posting in correct section here.
New to buddypress and have one question. Perhaps I am overlooking something.

On a users Profile: Is there a section that they can add basic information about themselves?
Such as an “About” section with text?
Am I to add a text field in the sign up form?
If not is there a way?
