@vikki2 have you tried re-uploading BuddyPress manually?
Saw this issue only once in localhost, resolved it by reinstalling BP.But you only mentioned missing the Save button in Settings > BuddyPress > Components panel. Are the buttons showing up in BP > Pages and BP > Settings panels>
