Solved. My error. Newbie!!
Did not tick anyone can register in settings.
Sorry but back again.
Can register if buddypress not activated. as soon as it is activated it throws me to a 404 page.
Any pointers?
@tribblehunter Have not used webmatrix before so issue could be WP installation via webmatrix or the theme and/or plugins you might have installed or something else.
From the top – BuddyPress requires pretty permalinks without the index.php file appended in settings. Following is setting for iis7 for reference https://codex.buddypress.org/developer/developer-docs/iis7-web-config/
@mercime thanks for the help. Have looked at the link you have given but do not understand enough to know where that file is in my system. A noob to this.

By ‘without the index file appended’ do you mean like
‘http://localhost:7204/2013/06/sample-post/’ (without index.php in the text). If so i have tried that and still get 404 message when trying to anything like activity, profile, etc. Can go to admin page, but thats about it.
Thanks for any help you can give. In the meanwhile i am going to uninstall and start again from scratch. Will try a different local server package.

Thank you for the advice @mercime. I now have a dev buddypress to play with.
XAMPP worked fine once I removed IIS and other things which were causing conflicts.
