Admin Bar LogIn/SignUp Question

Noticed that when user is not logged in and is looking at a blog on the site both the LogIn and the SignUp links point to the sign up page for that sub blog and not to the main sign up page on the front blog of the site.
Is this intentional or is it a bug?
In my mind it is a bug. But I don’t want to submit a bug ticket in the trac if it’s intentional.
