On a new install of BP 1.13 when i on the welcome page, i log out as admin, and attempt to click on the “Create an Account” Link – which is supposed to take me to a /register page. It instead redirects me back to the page i’m already on.

Navigating manually to /register also has the same effect. Since i’m very new to BP i may just be over looking a simple “Registration” on/off switch – but i would assume if it were off, there’d be a “Sorry registration is not open at this time” message or page, instead of a confusing, back to where you started to loop.
