Delete AND block users

Hello,
Is there a plugin where I can delete certain users (for instance a user that has a bad behaviour or violated my T&Cs) AND prevent them from registering again? I would like to blacklist their email address and/or IP address and display a custom error message when they try to register.
Any help is much appreciated!
