Feature List??

I don’t know about you, but every product I have ever looked at (like BBS Software) always has a complete list SOMEWHRE of all the features of the software. I cannot find one for either BBpress of BuddyPress.
I want to create something akin to the BBS of days gone by, an need to be able to control access by several levels, have announcements, forums, a payment gateway (say to PayPal), etc. Not really interested in a files section.
I don’t know if I can use bbPress, or need to use the full BuddyPress, and then the other features. I have tried reading the docs, but they are not very helpful.
Is there anyone at WordPress who can actually explain all of the features of the packages?
