How is (Buddypress) Groups Widget most Active groups determined?

A client’s website is using the (Buddypress) Groups widget. Under the “active” tab, we assumed it would show the 3 most active groups by which group has the most recent activity. However, groups that have more recent activity than the three shown are not displaying.
We’re wondering what the criteria is for how the 3 most active groups are determined. Thanks in advance!
