That sounds like it would take a lot of custom coding to get done. If no one else supplies you with a resolution then you may want to hire a developer.

Perhaps mention to the user it would be easier to do this locally on their computer?
A little bit of prep work before they upload isn’t too much to ask and would save you lots of development time.
@charlietech question is, why did the picture show up upside down? Where was the user uploading the avatar – laptop, tablet – and which browser was theĀ user on then – IE, FF, Safari, Opera, Chrome?
@mercime tablet and mobile (Android at least) support for image uploads is limited so perhaps that is where the problem may be. Of course, the user could have simply tried to upload an image that was upside down to begin with
@henry Yea thats true but i want the site to be user friendly as possible so i want to add a button. My question why something like this isn’t coming up on bp 1.7? @mercime they used a iphone. Another user had an issue with changing avatar, i guess its not showing up on his phone period.
BuddyPress most likely will never solve everyone’s complex customization issues. I think the core team has done a fantastic job so far and there is going to be certain things you want in BP but it just isn’t a requirement for functionality of the software overall. That is were developers come into play. To extend the software above its core functions. If the core development team integrated every little change every user desired then they would struggle to release updates. I am grateful for all they have done and sometimes you gotta do a little work on your own to get the required result. Just my two cents worth!
I think bp is astronomical, and very grateful for the team but I shouldn’t have to pay 200-500$ for a button in the change avatar page to rotate pictures when they’re not showing correctly.

Actually that price is not unreasonable and your requirement would take more than some simple code. You need to keep in mind most people including moderators do not get paid to help you and they graciously give what extra time they have to the forum. I am grateful for what these guys do. I don’t mean to be rude but you need to do a little of the legwork yourself and don’t expect others will do it for you everytime you have an issue. Take some initiative and start figuring out what you desire to accomplish!
