How to restrict number of invites per member level

Within each business membership there will be a top level member who has access to invite staff to register on the website. The top level member will also have the ability to amend the business listing for the directory. To keep track of the member invites sent out, each top level account will have a set number of logins based on the information that was submitted during the membership registration (In order to get the appropriate membership, businesses have to submit how many members of staff they have).
