Site Admin Access to Groups?

As a site admin, shouldn’t you have access to any and all groups, along with their settings? It kind of defeats the prupose of being a site admin if you can’t administer groups unless you’re a member, and have been added as a group admin. As of WP 2.9.1 single, and BP 1.2 RC2, I am not able to do this. I haven’t found much discussion about this, so I don’t know if this is by design, or if it’s my install that’s the problem.
