Users can create blogs?

I want my site made so that users can create there own blogs for people to read and have them in a different page example: user blogs

Can this be done using buddypress on wordpress or does it have to be used on multisite? I’ve never used multisite…what’s the difference?

I went ahead and installed multisite, I have a problem though. It’s asking The following active BuddyPress Components do not have associated WordPress Pages: Site Tracking “repair”

What should I do about this and what is it for?

It means you have to go through BP Installation Wizard after activating BuddyPress https://codex.buddypress.org/users/getting-started/setting-up-a-new-installation/installation-wizard/

When installing buddypress for multisite, do I install it sitewide in the network settings or do I install buddypress for only my current site? Does it make a difference or either way people will still be able to create a blog and it will show up on my main website?
