Plug-ins uninstall??

I’m total wp/bp noob. If you install a plug-in and either it fails to work properly with your installation of wp/bp, or you don’t like the way it works. Can you first deactivate then uninstall?
If you uninstall, and any database changes were made will it restore the DB?
