Could be that the theme/s in user blog/s do not have in footer.php

BuddyPress is a WordPress plugin so you install BuddyPress the same as other WP plugins. You might also like to check out:

It would, but only if bbPress was installed via WP dashboard > BuddyPress > Forum Setup. BP theme won’t work in external bbPress installation.

What do you mean you cannot create more than one blog?
Are you Super Admin? Did you go multisite before installng BuddyPress? Did you install plugin limiting a user to one blog?

Yup, those are abnormal behaviors for a WP multisite installation. I would suggest that you make a backup of files and database, then re-install from scratch – clean wp-config.php, delete .htaccess file and drop database tables. I use a premium membership plugin BP Gallery. The plugin has galleries/albums for members and groups, and Super Admin can choose to allow any or all uploads for images, audio and/or video. And has many more features, it’s just cool.
