@resom WP/BP versions? Have you gone through basic troubleshooting like deactivating all plugins exept BuddyPress and changing to Twenty Twelve or BP Default theme?

@resom that’s really strange. Is this a new installation? Have you deactivated plugins except BuddyPress to check if there’s some conflict?

Have those who have not “received” activation emails checked their spam folders? Unfortunately, that happens even without BP activated.

@resom – BuddyPress doesn’t properly support capabilities (in the current release) except for some basic is_super_admin checking.
