Is it possible to allow users to set their own account picture, directly from the buddypress account?

Not quite clear. If you mean users can upload their own avatars from their profile pages, then yes they can.

May i ask how then? On their buddypress account, can it find an upload avatar?

i can say im using buddypress account and not the bbpress like buddypress use.
