It depends on which Gallery/Album/Media plugin you’re using, whether it be WP- or BP-compatible plugins. Some plugins have ratings added onto their media plugins, some don’t.

There’s none that I am aware of that does this in group or sitewide forums. You’d either have to write the code yourself or hire a developer to do so.
