Yes, it is because you or your host has the ‘open_basedir’ PHP setting. Here’s the French-language version about that setting: http://php.net/manual/fr/ini.sect.safe-mode.php#ini.open-basedir

It is stopping PHP including files. You probably need to talk to whoever provides your hosting to change this setting.
