messages_new_message() accepts an array argument. “recipients” can be an array of user IDs. Try this:

$args = array(
    'sender_id'  => bp_loggedin_user_id(),
    'recipients' => array( 76, 77, 81, 82, 118, 120, 122, 123, 124, 131, 132, 133 ),
    'subject'    => 'Test subject',
    'content'    => 'Test content'
);
messages_new_message( $args );
