Tools > Import is nothing to do with importing SQL. If you have an SQL file, you can import it using something like phpMyAdmin.

Blogs.dir is made by the user account/group that your web server runs. You *may* be able to CHMOD/CHOWN it to your account and then delete it. If you can’t or don’t know how, ask your host to do it for you.
