For update and better clarification, if you already have groups, then you won’t see an issue unless you delete a group, or try to add new groups and then realize that the enable option is not there. All of the code is there but the check box does not show up on the group settings form. If you use a database client like PHPMyadmin, you will see that the enable_forum column is there. If you enable it, then the forum tab will appear. So, I hope this info will help bring resolution to this issue.
