Set all new users as “Contributors” where they can create a post and save it, and only you – Admin/Site Admin – can Publish the post. At this stage, you might want to set up a single WP install with multiple authors instead of allowing them to create sub-blogs using WPMU (or WP3.0 multisite), When you’re ready (and if your server can handle it), you can go multisite where users have their own sub-blogs and just export the the respective author’s posts and import into respective new sub-blogs.
