With that plugin you can already code that into your theme yourself, when user is a subscriber show upload, when he/she is not, then hide and give a nice message. Look at the advanced tab in the plugin.

Nice cool ideas, but what I would like to see then would be to disable all those features, I won’t need that many features, only need picture upload with albums.
