I suspect it’s similar to a Windows environment in the way that Eclipse, Netbeans, or any other IDE works. Basically it’s up to the OS and MAMP/WAMP/XAMPP/IIS to shake hands first and agree on how Localhost works. Once that’s done, the IDE is basically just a wrapper for your SVN repository that does the fun stuff like syntax hi-lighting, FTP, debugging, etc..
