Depending on your BP version, have you tried upgrading BuddyPress?

Also try to resave your permalink settings:
https://codex.buddypress.org/troubleshooting/navigation-links-return-404-errors/

I have activity stream set as frontpage on a secondary blog on my test install.
Works fine.
