Thanks so much! I used https://wordpress.org/extend/plugins/wpmu-new-blog-defaults/ and it worked perfectly! All I need to solve now is the admin bar issue which I have posted here: https://wordpress.org/support/topic/can-i-editdisable-adminbarcssver301-not-adminbarcss?replies=1
